The stewards have fined Caterham €10,000 (£8,500) for releasing Giedo van der Garde from his second pitstop with a loose wheel.
The Dutch driver, who qualified ahead of the Marussia cars and his team-mate, radioed the team to inform them that one of his wheels wasn't attached.
The team replied, asking him to bring the car back to the pits, rather than park the car at the side of circuit, which brings an automatic punishment for endangering others.
The statement from the stewards said: "the team instructed the driver to drive the car back to the pits even though they were aware of the wheel not being attached correctly."
He made it back, but only with three wheels, which subsequently damaged his car and forced him to retire.
